Tottenham set to poach Man City transfer executive in CFG repeat

Manchester City could lose one of their recruitment team with Tottenham closing in on another CFG appointment.

Tottenham are expected to appoint Manchester City executive Carlos Raphael Moersen as their new head of football operations. The North London club are closing in on signing an important part of City's recruitment team amid a difficult start to the season under new boss Thomas Frank.

Moersen has been involved with the City Football Group for a decade, working first for New York City FC before moving to Manchester as part of their commercial team. He began to work on contracts and transfers for CFG five years ago and then stepped up his role with City specifically in 2024 following the departure of COO Omar Berrada to United.

He continued that work as the top recruitment job at City changed from Txiki Begiristain to Hugo Viana over the course of 2025, but - as the Athletic report - is now set to take on a bigger role at Spurs. With a deal not yet done, it remains to be seen how City will replace Moersen but they have a history of finding internal solutions.

It is not the first time Tottenham have looked to CFG to make a key appointment. Ange Postecoglou earned a move to Celtic after his work with Japanese club Yokohama F Marinos that are part-owned by City's parent company, while Scott Munn was made Chief Football Officer at Spurs in 2023 after his work for CFG in China and Australia.

Postecoglou and Munn were both dismissed in summer, with Frank coming in as manager and more time given to appoint a director of football operations. Moersen has been picked to be that man as Tottenham have turned again to CFG for their top talent.

Despite a 2-0 win at the Etihad in August, the mood has quickly soured at Spurs under former Brentford manager Frank. Sunday's 3-0 defeat to Nottingham Forest leaves them 11th in the table and there have already been issues with supporters and players, with many of the worst performances coming at home.

City will hope to get revenge for their earlier defeat when they head to Spurs for the reverse fixture on February 1, having finally broken their duck of not scoring or winning at the stadium in 2024.
