Where Man City stand with homegrown transfer rules ahead of UEFA and Premier League squad deadlines

The transfer window has closed but the work continues for Manchester City, who must now finalise their squad lists for the Premier League and the Champions League ahead of the return to action after the international break.

City must submit a 25-man squad to UEFA and the Premier League now the transfer window has shut and in that group only a maximum of 17 can be non-homegrown, with the other eight slots available for homegrown players.

In the Premier League, that just means players who have spent three entire seasons before their 21st birthday registered with an English club. But under UEFA rules, four of those eight players must have been with City for three consecutive seasons between the ages of 15 and 21.

The governing bodies also have slightly different rules on players classed as under-21, which this season means anyone born on or after January 1, 2004. Those players don't need to be included in the 25-man squads, but in the Premier League any player of that age and below qualifies, but for UEFA, those players must also have spent two years at the club.

So while Abdukodir Khusanov and Savinho are classed as under-21 in Premier League terms, they don't qualify under UEFA rules.

This is the state of play for City players when it comes to a Premier League squad:

Homegrown: James Trafford, Marcus Bettinelli, Nathan Ake, John Stones, Kalvin Phillips, Phil Foden, Oscar Bobb

Non-homegrown: Gianluigi Donnarumma, Stefan Ortega, Matheus Nunes, Ruben Dias, Josko Gvardiol, Rayan Ait-Nouri, Rodri, Nico Gonzalez, Mateo Kovacic, Tijjani Reijnders, Ilkay Gundogan, Bernardo Silva, Jeremy Doku, Rayan Cherki, Omar Marmoush, Erling Haaland

Under-21: Rico Lewis, Abdukodir Khusanov, Nico O'Reilly and Savinho

And this is the situation with a UEFA squad.

City have enough space in their Premier League squad to register all of their first-team players, but UEFA rules mean one non-homegrown player will have to be left out. That issue could be solved by Ilkay Gundogan's move to Galatasaray, with the 34-year-old included in this list as his move is yet to be confirmed, although he could depart as early as today.

Stefan Ortega might also find himself left out of the squads, with the German goalkeeper staying at the Etihad despite an expectation he would leave this summer. His presence means City have four first-team goalkeepers and Bettinelli's status as a homegrown player would elevate him above Ortega.

The other player included in the lists above but unlikely to make it into either squad is Kalvin Phillips. The 29-year-old missed out on a move this summer due to injury but has had his squad number taken away and hasn't played for the club since December 2023.
